OVERVIEW:
The IFCONI has been founded by Dutch and Filipino / foreign
incorporators whose mission is to provide programs and
activities geared towards the development of human resources
and help bring out dynamic and progressive communities.
These human development programs focus on the following
concerns:
1. To provide foreigners and Filipinos residing in Bacolod
City or Negros Island with a venue to meet people, make
friends and participate in events of social, business, civic
and chari-nature.
2. Mapping out projects and activities that will provide
socio-economic opportunities for the poor but deserving
students through technical/vocational training and academic
education at the local, regional and national level.
3. Promoting programs that will enhance the individual’s
physical, social, moral, emotional and spiritual wellness
through medical intervention and coordination with church
and civic activities.
4. Establishing linkages with local, national and overseas
entities whose objectives are concerned with the provision
and efficient delivery of basic services and financial
depressed communities.
5. Collaborating and/or coordinating with research
institutions to develop programs that will harness
technological and sociological development of community
members.
6. Undertaking programs and activities that will help
realize the vision of the IFCONI for a continuing
development of the progressive and dynamic communities with
sustained sense of involvement to achieve total human
development.
A.
Administration
The President shall, in his capacity as over-all chairperson
of the corporation, direct and execute plans, programs and
strategic corporation of activities as mandated by the
objectives and policies of the corporation. He may create
committees and appoint officers as may be approved by the
Board of Incorporators.
The Vice President shall exercise powers and duties of the
president during the absence or incapacity of the latter of
performing assigned by the Board of Incorporators.
The Secretary shall give all notices required by the by-laws
and keep minutes of all meetings of the members and the
Board of Incorporators. He shall also have custody of the
register of the members and correspondence files of the
corporation.
The Treasurer shall have charge of the funds, receipts and
disbursements of the corporation. He shall keep the moneys
and valuables in the bank designated by the Board of
Incorporators. He/she shall keep and have charge of the
books of accounts and perform duties assigned to him by the
Board of Incorporators.
B. Resource Development
One concern of the corporation is that of human resource
development. For this purpose, fund raising should be
constant and continuing activity as logistics is the
lifeblood of the organization. Thus the corporation may from
time to time make strategic plans for fund raising and
donations to sustain its activities.

Program Areas and Strategies for Human Development
As the corporation is conceived to uplift the life of the
poor, the needy and the deprived as set forth in the
Articles or Incorporation, activities undertaken or carried
out in pursuance of the objectives and policies of the
corporation shall be its main concern.
Strategies for Human Development
To achieve the mission of the IFCONI, the following programs
shall be undertaken according to the policies and guideline
for each program:
1. Educational/Scholarship programs for the poor but
deserving students.
2. Health, Sanitation and ecological waste management
services.
3. Livelihood skills development.
4. Research and development.
All activities must necessarily undertake systematic or
scientific procedures such as:
A. Preparation environmental analysis, survey and capability
and resource allocation.
B. Implementation drawing up appropriate action plans.
C. Evaluation and feedback to determine the strengths and
weakness encountered in the implementation of the program.
Project
implementation
Aside from
the administrative officers and the Incorporators, the
following officers are involved in the implementation of the
programs.
1. Project Director –
responsible for the overall activities of the corporation as
appointed by the President and the Board of Incorporators.
2. Project Action Officer –
collaborates all activities in the implementation of the
project. Draws action plan, schedules and budget allocation
for the project.
3. Community Organizer –
organizes community members into desired committees for
specific areas of concern.
4. Project Facilitator for each
Program (5) – implements specific program and
monitors performance and progress according to timetable.
5. Project Assistants – assists
Project Facilitator for successful implementation of
specific projects.
6. Research and Evaluation Committee
– for over-all evaluation of the program, determines
problems encountered, review strengths and weaknesses and
study feedbacks. |
